Report of UN Secretary General on responsibility to protect (12 January 2009)

This report follows on from the 2005 World Summit conclusions, adopted by the General Assembly on 24 October 2005. It aims to flesh out the rather glancing reference in that document to the possibility that the Security Council might invoke its Chapter VII powers for the purpose of preventing serious war crimes. The report alleges that responsibility to protect is firmly rooted in existing international law, a claim which is simply not tenable.
